The Captab are, along with the Twis'rin, one of the galaxy's two sentient aquatic species, as well as the second species (after the Twis'rin) to develop an interstellar empire. In spite of this head start and a significant population, recent Captab history has been marked by a relative decline and the gradual erosion of their once-strong scientific lead.
During the early years of the First Galactic War, the Captab were initially the senior partner with the Balorim and the Doggei against the Twis'rin. By the end of the war, the Balorim were clearly dominant and the Captab were left in their shadow. Since then, they have tried to cultivate relationships with smaller, promising species, and among other things they bear the main responsibility for the Humans joining the interstellar club.
