Michael Philips is a member of the Persephone Colonial Police. A young constable in the force, Philips is a typical example of the bad side of Persephone policing, and has drawn repeated complaints for excessive brutality of the sort that don't hold water in the colony unless particularly extreme or reported by someone powerful.
On October 15, 2748, Philips was in the Blue Balorim? when he accosted a Doggeid stevedore nicknamed "Leo?". Twice attacking Leo with his stun gun, Philips was attacked by Security Force Lieutenant Aluksander Fairmount, and while ducking a haymaker from Fairmount he was tackled from behind and knocked out by mercenary Ryan Rhodes. Severely injured without knowing who attacked him, Philips naturally blamed Fairmount, which led to a shootout with Jean Valliere and the Security Force in the Blue Balorim on October 18. Philips was one of those to escape the firefight without further injury.
