FEDERATION NEWS POSTING FEDERATION NEWS SERVICE TERRAN BUREAU

Activity at the Planitia Utopia Ship Yards - a major shipbuilder for StarFleet - has increased in the past 12 hours. Reports are that a new Starfleet vessel is near completion and has been seen on Terran scans during shakedown runs.

Commodore Thomas Lynx, Head of Starfleet Naval Command, has declined comment today. Sources indicate that Lynx has been spotted on every Starfleet vessel currently at dock on Starbase 1. One source indicated that Lynx looked "flustered and tired. Exertion seems to be on his face."

In light of recent events, Starfleet officers on base and off have been sparsely seen with spare time. The number of security officers has also appearantly increased, with, more weapons present.

Federation News will keep its readers apprised of developing events in the current tensions between Federation and Rihannsu relations. We all share your hopes that things will be resolved peacefully and diplomatically.

Vulcan News Service

The Vulcan High Council has been called to emergency session following the release of the news that all Treaties with the Rihannsu Star Empire are severed. It is expected that Prime Minister Solian will, upon his return to Vulcan, have more in deapth information to share with the High Council before they release their offical reaction. That the Rihannsu did not obey the articales of the treaty the Federation had with them is well known fact, and this is the last of many breaches. It has been the view of the Vulcan Government that the treaty was too limiting from the Federation standpoint, and that a more logical approach to the cloaking issue was needed. Now there is opportunity to form a more lasting and benefical treaty. It is expected that the High Council will draft a resolution, to be presented to the Federation Council, that requests steps be taken to form a better more balanced treaty with the Rihannsu Star Empire. Also expected is a resolution that all effort be made to find a peaceful resolution to this problem. The Vulcan people have long been opposed to war and it is expected that they will not agree to going to war with the Rihannsu Star Empire. Some are speculating that the High Council may even go so far as to recall all Vulcans from Starfleet Service, but at this time that is unlikely. If the problem escalates and war is imminent it might be a measure the Council will take to ensure the safety of it's citizens.

Prime Minister Solian left moments ago for Earth where he is expected to meet with members of the Federation Council. The High Council met for several hours to work out the wording of it's response to the Rihannsu Star Empire's revoking all treaties with the Federation. We were able to get a brief statement from Prime Minister Solian before he boarded his shuttle.

Sorv: Prime Minister we understand the High Council met to discuss the problem with the Rihannsu. Can you give us any details? Solian: No, my information is for the Federation Council. Sorv: Understood Prime Minister. Can you tell us the general logic of the Council at this time regarding this incident? Solian: We see this as an opportunity that is unprecidented. That is all I can say at this time.

The Prime Minister then boarded the shuttle and left for Earth. That the Council only met for several hours indicates to some that the Council did not need to discuss at length the problem but instead worked on the wording of the solution. It has reportedly been the logic of the Council in the recent past under the Prime Ministership of Solian, that the treaty was too limiting for the Federation and was imbalanced in regard to the developement and use of cloaks within the Federation. Whether or not the Council will recommend to the Federation Council that the current state of affairs with the Rihannsu be continued and a new treaty worked out remains to be seen. There is also a report that some members of the Federation Council wish to regain the old treaties with the Rihannsu and are currently negotiating with the Empire to reinstate the treaties. This brings us to a question. What if the treaties were left broken? Would war with the Rihannsu develope? In the opinion of many Vulcan's I have talked to it need not. That we need a treaty with the Rihannsu is not disputed. That we need a good working relationship with the Rihannsu people has been the goal of many of the Prime Minister's actions in the Federation Council. Where does that leave us? With a broken treaty and the opportunity to develope a better set of treaties with the Rihannsu Star Empire.

This has been Sorv of Vulcan reporting.

FEDERATION NEWS POSTING FALKENBERG STEPS DOWN AS PRESIDENT COUNCIL ELECTS WILSON, REACTIVATES FALKENBERG'S STARFLEET COMMISSION

San Fransisco, Earth--- In a surprise move yesterday, UFP President Falkenberg voluntarily stepped down from the Presidency of the Federation Council. "I have never been properly equipped to be a politician," Falkenberg said. "The Federation deserved someone better suited to high elective office." The Federation Council quickly moved to unanimously elect Wilton of Andoria, a long-time influential leader in the Federation who had spent the past several years in quiet retirement, to the Presidency. Immediately after the election of Wilton, the Council asked Falkenberg to return to his former posting as Fleet Admiral and Commander in Chief, StarFleet, a position Falkenberg had held before retiring to replace former President Jacien as Council President. Falkenberg had served as CinC during what one council member referred to as the finest days of StarFleet. Prior to being CinC, Falkenberg had served as Head of StarFleet Naval Operations under Fleet Admiral Mitch Blackman. Prior to that posting, he had commanded the USS Federation, served as Fleet Captain aboard USS Excelsior, and had been assigned his first command aboard USS Intrepid. Falkenberg immediately accepted the call to return to StarFleet, and the council logged his StarFleet Commission as reactivated at the rank of Fleet Admiral as of midnight on July 3. Sources close to the Council indicated that this move may have been pre-arranged, as Falkenberg's Presidential administration had been without energy and had drawn the concern of many member worlds, while great concern has been voiced by council members and citizens about the disorganized state of StarFleet since Falkenberg's resignation. It is believed that Falkenberg has long wanted to return to StarFleet Command, which he always considered his true calling. "I promise to work closely with the new Administration to bring StarFleet back to its former glory," Falkenberg said. "There is much work to do. I have full confidence in President Wilton as the best person to be leading the Federation at this time.

FEDERATION NEWS POSTING STARFLEET SHAKEUP BEGINS Hall Replaces Tagrith on Excalibur, Ulysses Decommissioned

SPACEDOCK, EARTH ORBIT----- Orders issued by Fleet Admiral John Falkenberg today began the shakeup of StarFleet he promised upon returning to StarFleet Command last weekend. Falkenberg began the shakeup by ordering USS Ulysses, NCC 1315, a hermes-class scout, to be temporarily decommissioned and placed on StarFleet Reserve, citing far below average performance ratings for the ship and her crew. "Ulysses will be thoroughly refitted with the latest technology, and her crew will be assigned to new duty stations," Falkenberg said. "Upon completion of her refit, USS Ulysses will be maintained in a state of technical readiness, to be deployed as needed until such time as she can again be assigned a full-time crew." In another surprise move, Falkenberg announced that Captain Robert Tagrith, Commanding Officer of USS Excalibur, NCC 1705-B, an Excelsior-class heavy cruiser, had been relieved of his command for being Absent Without Leave, and would be charged with Dereliction of Duty. Falkenberg ordered Commodore Hall to assume immediate command of the Excalibur. Falkenberg said Commodore Hall agreed to a voluntary reduction in rank to Fleet Captain as part of the assignment. "The reduction in rank should not be viewed in any way as a punishment, and was completely voluntary on Fleet Captain Hall's part," Falkenberg said. "I have known him a long time, and I highly respect him as a commanding officer. He is just what Excalibur needs right now. But StarFleet tradition dictates that it is rare for a Flag Officer to command a vessel, and Fleet Captain Hall agreed it was time to send a message to the rest of the Fleet, that rank is less important than duty and service." Falkenberg indicated that there are many changes still to be announced over the next few days, directed at Starbase 1 and StarFleet Academy. "It is time for competent leadership to be reasserted. The days of the loss of confidence in StarFleet and StarFleet COmmand are over," Falkenberg said. "Welcome to the New StarFleet."

Citizens of Federation, The Rihannsu government is very disappointed at the recent event on Terra. So soon after the safe and productive return of your ambassador to us, you set our Embassy ablaze. Rather than an apology, we got a cover up mail from your government telling us that some electronic equipments in our Embassy caused the fire. The chance of that happening is as great as your viewing screen at home bursts into flame. And of all places, the Rihannsu Embassy. Such striking coincedence can only lead us to conclude that it was arson and that your government is trying to cover it up with a cheap lie that not even a three year old would believe. Be it as it may, we have decided not to retaliate. The building was on Terra's ground. It would be your tax money that would end up repairing it or tearing it down. We have lost nothing but our trust in the United Federation of Planets, and our good will. We reached out our hand to seek inter-Empire trade to benefit both our people. We accepted your ambassador with open hands and curtsy. In return, angry mob on Terra put a torch to our Embassy. StarFleet issued us a lie. Our hand, slapped. Our honor demands that we seek retribution but, what can we get from those acted without honor? Instead, we have decided that we will simply end any further attempts at diplomatic negotiations. Alas we are not treaty breakers. All of our current treaties will still be honored. We won't let the act of a few ignorant angry mob destroy all we had established in the past. But they had succeeded in destroying what we might have had in the future. There is no more need for our Embassy on Terra. You have destroyed it and it shall remain destroyed. FEDERATION NEWS POSTING ORION PIRATE SHIP SIEZED!

FSB Port Alamo Upon receiving Commodor Stube's report that the Orion ship was docked at Port Alamo, President Wilton ordered Ambassador Lynet Marlees to the base with orders to sieze the ship and then take steps to normalize relations with them again. The Ambassador discussed plans with base personal and then issued orders for the ship to be siezed. Then a group consisting of FTC Commissioner Pascual, Lt Jarod, Cadet Jacob, Ensign Mc'Thom and Ambassador Marlees, confronted one of the Orions and informed him of the ship being siezed. The Orion refused to comply, and when Commissioner Pascual went into another room to talk to a different Orion he was fired upon. Commissioner Pascual returned to the main group in time to hear the first Orion issue orders to shoot to kill, at which time the Commissioner ordered the Orion arrested. The Orion continued to refuse to comply but was not armed because of earlier orders from Ambassador Marlees. Eventually he was stunned and then put in the brig. A long standoff followed, during which time Commissioner Pascual, at the base command center, held talks with the Orions on their ship, while Ambassador Marlees took charge of the group confining the Orions to their ship. The Orions, because of their cultural bias, were shocked at having to take orders from a female, and demanded to speak with Commissioner Pascual when they were finally ready to talk. The Orion's finally agreed to drop their weapons and pay the required fine just as President Wilton arrived at the base. The Orion who issued the order to shoot to kill will be held in the brig for 2 weeks under charges of conspiracy to commit murder. President Wilton then allowed the Orions to leave the base, telling them to, "Inform the Orions of how we're dealing with this 'incident' ", and promising "Anything else from them and we will bring in Starfleet to mop them up."

FEDERATION NEWS POSTING SEDACK GIVEN COMMAND OF STARBASE 1

Spacedock, Earth--- Continuing his promised reorganization of StarFleet, Fleet Admiral Falkenberg announced that he had given command of StarBase 1 to Commander Sedack. Sedack will be the first Vulcan to command a Federation StarBase. "Commander Sedack has worked on StarBase 1 for a very long time. After speaking with him, I am convinced he is capable of moving the base forward in the New StarFleet," Falkenberg said. Rumor had it that Sedack had named Lt. Neil Shukla, newly promoted to the rank of Lt. Commander, to the position of First Officer.

PRESS RELEASE---STARFLEET COMMAND

Several weeks ago, USS Excalibur, a StarFleet vessel then under the command of Captain Robert Tagrith, received a distress call from a Romulan vessel inside Klingon Space. The vessel apparently had engaged in an assault on a Klingon outpost and been crippled. Captain Tagrith, acting in violation of StarFleet General Orders and Federation Law, crossed the Klingon border and attempted to rescue the Romulan vessel by continuing the assault on the Klingon outpost. Captain Tagrith later defended his actions by stating his belief that the outpost was being held by a group of Klingons known to be pirates. Nevertheless, it was a serious violation on his part to cross the border, and a far more serious violation to attack a Klingon outpost. He was acting without orders and without approval from StarFleet Command, which has at no time had any desire to involve the Federation in a conflict between the Klingons and Romulans. Captain Tagrith was facing charges for his actions when he voluntarily left StarFleet and retired to public life rather than face a courtmartial.

It should be noted that the view of StarFleet Command on this matter was that Captain Tagrith bore no malice toward the Klingon Empire in his actions, and believed he was behaving in a justifiable manner. StarFleet Command disagreed with that assessment, and judged that Captain Tagrith had misunderstood the gravity of his actions and the bounds of his responsibilities. In this way he was judged unfit to continue as a commanding officer in StarFleet. StarFleet Command apologizes for the misguided actions of Captain Tagrith, and has taken steps to ensure such an incident never occurs again.

NEWS FLASH

USS Excalibur returned to port last night, with what apeared to be heavy damage to all systems. Starbase one, was a bustle of activity, as medical and damage teams rushed to the Exselsior class cruiser, to begin repairs. Federated news broadcast caught Captain Robert Tagrith, as he was directing damage teams to the wounded ship.

INTERVIEWER: Captain, can you tell us what happened? TAGRITH: Excalibur came under fire while on patrol of the Tahrik System INTERVIEWER: Under fire captain? by who? TAGRITH: The Klingons. INTERVIEWER: Captain, what reason did they give for the attack? TAGRITH: The Klingons had destroyed our Buoy, in the Telzar system, and were attempting to claim the system. INTERVIWER: Captain, your ship looks pretty hurt, can you tell us what happened? TAGRITH: We experienced an unexplained power loss, our warp engines failed us, the skirmish was pretty much a draw until then. INTERVIEWER: Captain, we've spoken to some of the crew that were out there, they said that Admiral Faleknberg himself was aboard. TAGRITH: I can confirm or deny nothing in regards to the Admiral's wherabouts. INTERVIWER: Captain, some of your crew said they were lucky to be alive, was this due to the power loss? TAGRITH: We were lucky to get out of there, when we did, the power loss, cost us valuable systems, I can confirm, we almost didn't make it. INTERVIWER: Captain, how will this affect recent negotiations with the Klingon empire? TAGRITH: I am not privy to that information. INTERVIWER: Captain, will StarFleet, be going into direct conflict with teh Klingons again? TAGRITH: I don't know what StarFleet Command has in store, howevewr my current orders are to maintain UFP presence in the Telzar system. INTERVIWER: Captain, what does that mea? TAGRITH: That's all the time I have, my ship needs me.

Captain Tagrith then walked briskly to the Excalibur's docking bay, and continued to direct the damage teams.

Well folks, is it war on the horizen? this reporter will keep you informed. Michal Sloan reporting.

FEDERATION NEWS POSTING STARFLEET SWINGING INTO ACTION?

FSB PORT ALAMO, Reporter Jim Brannon live: The view fades into that of a nondescript Federation News Network reporter standing in a bustling docking bay. The usually all civilian crowd of this docking bay is now dominated by Star Fleet personnel. The alert panels in the background are flashing >>>YELLOW ALERT<<<. Brannon says, "As you can see this usually quiet starbase has been recently inundated with Star Fleet personnel. The bays just visible behind me that are often characterized by the comings and goings of civilian merchants are now completely filled with Star Fleet vessels and the typically pleasant scenery of this station has been shatterd by the flashing yellow alert warnings." Brannon turns and walks a few steps to a Star Fleet officer standing nearby, apparently waiting for the reporter to come his way.

INTERVIEWER: Cmdr. Gargano, can you tell me what has precipitated this strong Star Fleet presence at Port Alamo? GARGANO: Well, Mr. Brannon, as you know Port Alamo has been under Star Fleet control for several weeks now with staff and crew being rotated here from Starbase 1 until permanent arrangements can be made. INTERVIEWER: But Cmdr. surely filling all the bays with Star Fleet vessels and maintaining the station at a yellow alert status isn't normal, is it? GARGANO: No, it isn't standard procedure. The current activity here is related to Star Fleet's ever continuing efforts to safe guard the lives of Federation citizens. These vessels and this station's status are a precautionary measure until the situation with the Klingons, in the wake of their attack on the USS Excalibur in the Telzar system, can be stabilized. INTERVIEWER: So there is every indication that war with the Klingons is emminent then, Cmdr.? GARGANO: No, I didn't say that Mr. Brannon. I stress again this is solely a precautionary measure meant to ensure the saftey of Federation civilians _if_ anything further were to occur. INTERVIEWER: You say if anything further were to occur...has anything further occured since our report of the USS Excalibur coming under Klingon fire on Stardate 11345.40, Cmdr.? GARGANO: Not to my knowledge and I sincerely hope that there are no further hostilities between the Federation and the Klingon Empire. However, if the need for Star Fleet action is required the Fleet, as always, stands ready to protect the Federation. Brannon says, "Thank you very much, Commander." He turns to face the video pickup and the screens fills to just his face, "As you can see the situation here at Port Alamo is one of readiness and vigilence." {END OF TRANSMISSION}

Admiral Falkenberg on his death bed?

-

Greetings, Federation citizens. This is Gill Gerard reporting to you from the

lakeside home of Admiral John Christian Falkenberg. Rumors have been spreading that the Admiral has left Starfleet due to health reasons and is near death. I am pleased to inform you, the public, that this rumor is false! Apparently, during a confrontation only weeks ago when the USS Excalibur engaged Klingon military forces over Tahrik, Falkenberg was present and actively involved in the defense of the ship. Upon returning to Earth, the Admiral, age 67, suffered a severe anxiety attack. Realizing that his condition is obviously not the best, Falkenberg was forced to accept that his age and health is an issue which cannot easily be ignored. With this in mind, the Fleet Admiral retired with all the honors associated with a officer of his caliber.

The Admiral is receiving constant and daily care by a live-in nurse. I am told

he will be fully recovered very soon. Do not believe that he is gone or dying. The Admiral may not be able to return to active duty but, he will not be out of sight completely.

I would like to take this opportunity to thank Admiral Falkenberg for

everything that he has done. And to say that his presence in Starfleet will be missed. He was a media hot spot for many years, offering myself and my collegues near constant surprise by his actions. The Admiral was truly a hero of the Federation.

As a side note Jacien, former UFP President, who is here visiting his long time friend the Admiral, stopped for me briefly to offer me important news. It appears during an emergency council meeting, he has been voted on to replace Admiral Falkenberg as the Starfleet Commander in Chief. Also too, the council has approved two candidates for planetary leaders. Mr Rich Roberts has been elected as Earth President and Mr William Ranford has been elected as Centaurus President.

Jacien also informed me that Miss Lynet Marless resigned her position as Economy Minister. When I asked for more information, Jacien was not forthcomming except to say a replacement has already been found and voted in as her replacement. That person is Jarod O'Conner.

Finally, one last item. Since the mysterious resignation of UFP President Wilton, there has yet to be a replacement voted in to assume control over the UFP Council. When that will happen, Jacien was unable to speculate on. We here at the FNN will keep a close watch on this situation and bring it to you as it develops.

For now, this is Gill Gerard signing off.

Editor's Corner: Welcome to the fifth issue of the FSMJ. When I was looking over submissions for this month's issue I noticed something startling. There was an amazing lack of applications from the Federation's Engineers! I would like to call upon all those with interests in Engineering to submit articles for the next issue. Slightly along that line, I have spoken with preeminent Federation scientist Dr. Jacien who informs me that he will be submitting an article regarding his most recent research, reported on Stardate 11333.72. I look forward to seeing all the submissions for next month's journal and am pleased to give you this month's issue. I would also like to note that the continuing education section added to this issue is due to an outpouring of requests I have had on this topic. If you would ever like to have a certain issue profiled or submit an article as always send mail to Bryan @ Starbase 1.

Continuing Education:

The Medical Interview is a standard part of any physical or anytime a

physician meets a patient. It is by far the single most used medical procedure and one of the most important. After all, most of the information about a patient's health does come from the patient themselves and only by eliciting information from the patient properly can the patient's whole health be managed. The key to a good Medical Interview is a receptive physician who is willing to spend time with the patient. The reason why the patient has come to see the physician is not always their chief complaint, i.e. what they are seeking care for. For example, a patient may present to your care with flu like symptoms when in actuality they are having stress related problems with their job. Unless the physician demonstrates receptiveness to the patient, and fully allows the patient to express him or herself, the true reason of the patient's visit will never be elucidated. Physicians who work under the ten minute rule with the patient often has patients who leave their care feeling as if they had not received adequate medical treatment, even if the physician had done everything to correct any physical ailments they may have had. One technique that I have found can be very effective is to not interrupt the patient. Let the patient tell their entire story from start to finish before asking questions or beginning treatment (When possible). If you feel as if the patient may have more to say don't ask them or move to another topic, just nod your head or say "Hmmm Hmmm." This noncommittal response will often compel a patient to tell more and perhaps give details that they may have not thought important, but actually are. I realize that nearly every physician's practice is hectic and stressful and that time for patients is often very limited. I admit that I myself have often fallen into the ten minute rule trap. No one is perfect, but this is a further suggestion to all you physicians out there for ways you may be able to improve your patient care. - Dr. Bryan Gargano - Starbase 1

Personal Experiences:

A frequent issue among the professional communities is that of balancing your

life. Practices, research, committees, meetings, classes, and publications press into each passing hour leaving very little time for your personal life. About a year ago I was involved in several projects, institutional and of personal research interests, in my position as a professor. My hours at work were piling up and without even a second thought I was spending well over fourteen hours of nearly every day on my job. Only by a family friend coming to me and imparting that my husband was severely upset, and had actually sought counseling concerning my lack of interest in the family, was I able to realize what my long hours were doing to both my spouse and my children.

Balance is what I stress for all you professionals out there to practice in

your daily lives. Remember that each hour you spend at work is an hour not spent with loved ones or friends. However, at the same time I'm not discouraging you from working hard at what you love! Balance things. There is nothing wrong with simply calling it a day every day at dinner time and not going back into the office, and not bringing work home with you, so that you can concentrate on your personal life. - Dr. Judith Roth

Hypothesis:

Research into conflicts has been an ongoing operation at my institution and

throughout the Galaxy as a whole. I believe that War can be correlated directly with economic hardships. Similar projects have been undertaken throughout history to verify this hypothesis and have failed. However, I strongly believe that they have not applied the proper data points for analysis. Using a personally designed methodology for economic stress and War cataloging I have undertaken a comprehensive project to finally test this often debated hypothesis. With the rumors circulating in the news concerning relations between the Federation and the Klingon Empire I may even obtain yet another example if the 'war hawks' in the Federation have anything to do about it. - Dr. Robert Snow - Center for Galactic Peace Studies - Nimbus

BREAKING NEWS!!!

Bob Johnston here with a breaking news story. Starfleet security teams were seen transporting from earth to Starbase 1 with hand held scanning devices. An unnamed source in SFC has mentioned that there may be a security leak aboard Starbase 1. Commander Arlon of SFC security said, "This is nothing out of the ordinary, just a routine security sweep of the base and the ships in her dock." When asked about the nature of the sweeps, he pled no comment. In other news, a strange wave of energy seemed to disrupt power on SB1 and shuttlecraft around her. The source of the burst is unknown at this time, but is assumed to be non-violent in nature.

A test of the Vulcan Space Dock lighting systems was conducted today. For a brief time the lights were turned on and could be seen from most areas of Vulcan.

A short time later a test message was broadcast from the Vulcan Space dock to the Vulcan Planetary Command Building. Prime Minister Solian replied that the signal was loud and clear and the test was concluded. Prime Minister Solian has told us that planning for opening ceremonies has begun. He would not give us a set date for the opening.

Prime Minister Solian was found studying medical jounals amid the wreckage of the Bridge of the Vulcan Ship Ku'net ro. When the emergency crews finally broke through and found him he was sitting there reading with a hand held power light. His first question was if anyone had been killed in the explosion. After being told no one had been he was rushed to Carmarok Hospital for examination. His healers refused to allow an interview until they had completed their examination of him. It is expected that after he is released and is able to review the facts surrounding the accidents that he will make a statement.

What we know at this point is there were two explosions on the FSB teresh'kah. One in the Engineering section which seemingly triggered an explosion in the VSC Ku'net ro. How that happened is not known at this time. Sabotage has not been ruled out.

Several people have been demonstrating outside the Planetary Command Center for an end to the building of the Station. Several of them were questioned by Vulcan Security about possible sabotage but all have denied any involvement. The investigation is continuing.

FEDNERATED NEWS POSTING SAN FRANSISCO CHRONICLER

This is Amy Bradley reporting. Sources tell us that a Romulan scout ship met with the Starfleet Starship USS Excalibur while the starship was transporting the Vulcan security Cheif Mr. Ior to Nimbus III with supplies for a Vulcan survey team. It seems, from eye witness acounts, that the Romulan Vessel ChR Llaudh hailed Excalibur with the explicit purpise of negotions. Monitored on 1ghz was a conversation that the two vessels had. It is confirmed that the Excalibur, and the Llaudh's command crew, and indeed a diplomat from the Romulan Star Empire, both docked at Port Paradise, at which time the Romulan Commanding Officer, and the Diplomat were escorted to the Excalibur. We have no account of what took place during the meeting, however it is confirmed that the meeting lasted for well over 3 hours. The Romulan Commanding Officer was seen leaving Excalibur, but not the Diplomat. Minutes after the Commanding Officer of the Romulan scout ship left Excalibur, Excalibur pulled from dock, and, we have confirmed, has now docked at Sb1. Fleet Captain Robert Abraham Tagrith, Head of Starfleet Naval Command, and Commanding Officer of the USS Excalibur was seen briefly on Earth, leaving the Starfleet Command building. We were able to get a few questions to the Captain, before he left for Sb1 Via shuttle.

STARFLEET UNIFORM WALKING TOWARDS A SHUTTLE*

Amy: Captain! Captain, a word please? Tagrith: Yes? Amy: Captain Tagrith... is it true a Romulan scout ship contacted Excalibur, to talk about possible peace negotioans? Tagrith: I can confirm a Romulan ship contacted Excalibur yes. Amy: Captain, we are under the understading that a meeting between yourself, the commanding officer, and a Romulan Diplomat took place on Excalibur while at Port Paradise... is this true? Tagrith: Yes, that is true, I had a meeting with some delegates from the Romulan empire. Amy: Captain. can you tell us what was discussed at this meeting? Tagrith: No. Amy: Captain, the Romulan Commanding Officer was seen leaving Excalibur, but not the diplomat, is it safe to assume the diplomat has been brought to Earth? Tagrith looks for a long moment at the reporter, then says, "I will confirm that a Romulan Diplomat has been brought to the Sol system, yes." Amy: Captain, can you tell us what reason the diplomat has to be here? is it trade? Military? what nature of agreement does the Romulan empire seek? Tagrith: I can give no information regarding the nature of the visit. After the Honored guest has met with the council, you can question them, now if you will excuse me, I have to get to my ship.

Tagrith turns and enters a Starfleet shuttle, which soons takes off.

  • THE SCENE FADES BACK TO THE FACE OF THE YOUNG REPORTER*

Why have the Romulans come? why is Starfleet being so tight lipped about it? we'll keep you informed. This is Amy Bradeley reporting for the San Fransisco Chrinicler News.

FEDERATION NEWS SERVICE TERRAN BUREAU

-->>PARISAN ACTIVIST ARRESTED

A Terran anarchist was arrested early this morning after transporting himself into the UFP President's quarters, UFP Security officials report. The man, identified as Luften Gudenheimer, a local activist concerning the deregulation of trade and a vocal proponent of the right for individuals to posses weapons with ratings higher than Type V, was seen materializing inside the Presidential Garden at 0843, quickly finding refuge in one of the buildings on the estate. Gudenheimer was arrested shortly after 0900 and taken into UFP custody.

While the motives are unclear at this time, a UFP Spokesman made it a point that the President and several of his advisors were not at the estates during the incident. Federation News has gathered that the President is currently in San Fransisco.

-->>NO WORD FROM ROMULAN DIPLOMAT

Still no break of silence concerning the presence of a Romulan diplomat in the Sol system. Government sources, while not denying the presence of a Rhiannsu Star Empire representative, have so far kept quiet on the nature of the visit and whether the President or other high-ranking officials are involved in any proceedings.

Starfleet Command has also kept under wraps regarding the visit. A spokesman for SFC told Federation News and other services that little concern should be paid to the visit, that although this instance is indeed an uncommon one, it is not without precedent.

Federation News will attempt to contact Fleet Captain Tagrith, Commanding Officer, USS Excalibur to see if they can't learn more of the encounter only days before.
